The City of Oslo will apply to the Directorate of Education to be allowed to set an upper limit when it comes to absence among students in high school. School council Torger Ødegaard thinks a maximum absence quota of 15 percent will have a disciplinary effect on students. Oslo will ask for a trial period once school starts this fall. "It's incredible that students can be absent from school as much as they like without any consequences. We completely agree with the teachers who think that a maximum quota can be an effective tool in the fight agains high levels of absence among students," Ødegaard tells Aftenposten.Earlier this summer, Aftenposten also reported that several of the members in the Union of Education had trouble when giving marks to students due to their high level of absence. They recommended a limit for how much absence should be allowed during a school year as an attempt to improve the situation.
Ødegaard thinks there may be a link between Norway's high level of absence among students, students who drop out of high school, and the number of young people on welfare.
"It's important to send a strong signal that absence is taken seriously, both in school and when working," Ødegaard says. He envisions that a trial period will last for three years, with a quota of 15 percent (unless the student is subject to serious illness).
